Spain hosts the second-largest Venezuelan diaspora population in the world after Colombia — approximately 500,000+ Venezuelan residents in 2026, concentrated in Madrid, Barcelona, Tenerife, Las Palmas, and Valencia. The Spanish financial system is fully developed, OFAC-compliant, EU-regulated, and broadly accessible to Venezuelan-citizen residents with proper documentation. This guide compares the major brokerages, the NIE foundation that unlocks the system, the Spanish tax framework, and the US-Spain tax treaty mechanics that meaningfully shape after-tax returns.

This is the Spain chapter of our diaspora investing series. See also our global broker comparison, US brokerage without SSN guide, and Colombia brokerage guide.

The NIE foundation

Every Spanish brokerage requires a NIE (Número de Identidad de Extranjero) — the Spanish foreign-resident identification number. If you don't have one yet, this is the first step.

How to get a NIE

  1. From abroad: Apply at the Spanish consulate in your country of residence (US: NYC, Miami, Houston, LA, etc.; Colombia: Bogotá). Complete EX-15 form, provide reason for NIE (typically investment or property purchase), pay consular fee (~$15-30 USD).
  2. In Spain: Apply at any Comisaría de Policía Nacional with foreigner-affairs (Extranjería) office. Schedule an appointment online via the Spanish government portal. Complete EX-15, provide passport, pay tax stamp (~EUR 12).
  3. Processing time: 1-4 weeks typical. Some consulates issue same-day; police-station processing is usually 1-2 weeks.
  4. NIE is permanent. Once issued, you have it forever.

NIE alone is sufficient for opening many brokerage accounts. Spanish residency (TIE — Tarjeta de Identidad de Extranjero) provides full Spanish-resident status with broader rights but is not strictly required for brokerage.

Spanish tax framework

Spain taxes its tax residents on worldwide income. Spanish tax residency is typically established by 183+ days of presence in Spain in a calendar year, or by Spain being the center of economic interests, or by spouse/children residing in Spain.

Capital gains tax (Impuesto sobre la Renta de las Personas Físicas, IRPF — savings income)

Bracket (annual gains)Tax rate
EUR 0 - 6,00019%
EUR 6,000 - 50,00021%
EUR 50,000 - 200,00023%
EUR 200,000 - 300,00027%
EUR 300,000+28%

Dividend income is taxed at the same brackets as capital gains. Interest income is also taxed at the same brackets.

The US-Spain tax treaty (1990, with 2013 protocol)

The US-Spain Income Tax Treaty provides reduced US withholding for Spanish tax residents:

To claim treaty benefits, file W-8BEN at your broker with Spanish tax residency declared. Spain will tax the same dividend income at your Spanish bracket; the 15% US withholding becomes a foreign tax credit on your Spanish return.

Modelo 720 — Spanish foreign-asset disclosure

Spanish tax residents must file Modelo 720 declaring foreign-held financial assets, foreign real estate, and foreign accounts when each category exceeds EUR 50,000 at year-end. The Modelo 720 framework has been modified following the Spanish Constitutional Court's January 2022 ruling that struck down the most severe penalties, but the disclosure requirement itself continues. Failure to file remains penalized.

For Venezuelan-Spanish residents, Modelo 720 commonly captures:

Recommended setup for Venezuelan-Spanish residents

  3. Indexa Capital or MyInvestor robo as automated index portfolio for the bulk of long-term retirement-style savings
  4. Interactive Brokers Spain as backup for advanced needs (US options, futures, multi-currency)

Total cost per year on a EUR 100K portfolio split appropriately: approximately 0.3-0.5% all-in. Total breadth: full global market access with EUR-native funding.
